High Court Bench admits petition against G.O.
Regarding admission of students to B.Ed. courses
Madurai: A writ petition has been filed before the Madurai Bench
of the Madras High Court challenging a Government Order dated
July 4, 2007, introducing single window system for admitting
students for B. Ed. courses in Government aided as well as self-financing
colleges from the academic year 2007-08.
Admitting the petition filed by Bishop Agniswamy College of
Education in Kanyakumari district, Justice K. Chandru on Wednesday
restrained the State Government from forwarding any candidate
to the petitioner college under the single window system or
Government quota.
In his affidavit, the college correspondent said that the institution
was established in 2007 after obtaining recognition from the
National Council for Teacher Education (NCTE) and affiliation
from Manonmaniam Sundaranar University in Tirunelveli. It was
a self-financed institution with an annual intake of 100 students.
Until last academic year, the teacher training colleges across
the State were permitted to fill up the entire intake on their
own without any State quota admission. But the recent G.O. disturbed
the entire procedure and stipulated single window system for
admissions. The petitioner’s counsel, Isaac Mohanlal,
contended that the Government had no right to expropriate the
seats from self-financing colleges.
The G.O. issued by the Higher Education Department read that
there were only 22 colleges of education in the State in 2003-04.
Subsequently, the Government had granted permission to start
139 more colleges between 2004 and 2007. The figure excluded
other self-financing colleges which had directly obtained permission
from NCTE.
In view of the huge increase in number of colleges, the Government
had thought it fit to introduce a single window system for admissions
as per the suggestions of the Director of Collegiate Education.
