Medical university renews its claim on institute
Chennai: Tamil Nadu Dr. MGR Medical University has once again
staked a claim to take over the A.L. Mudaliar Post Graduate
Institute for Basic Medical Sciences (ALMPGIBMS), currently
affiliated to the University of Madras.
Its Vice Chancellor Meer Mustafa Hussain told TheHindu that
formal discussions would be re-initiated between officials of
the universities, Ministers and Secretaries of the Education
and Health departments on Monday in the presence of the Chancellor,
Governor Surjit Singh Barnala.
He said the main reason that prompted the move was the receipt
of complaints from ALMPGIBMS students that they could not find
jobs, as the MD courses were not recognised by the Medical Council
of India.
“We are bringing this issue up again because we have been
receiving requests from students of the Institute. The four
MD courses they are running are not recognised by the MCI as
the faculty is not qualified medical professionals. Though they
are offering medicine based courses, they are not attached to
any hospital, another criterion for MCI disqualification,”
Dr. Hussain said.
The medical varsity will continue to offer the three MD courses
(Pathology, Pharmacology and Microbiology), but will also convert
to MD/MS other courses including physiology and anatomy, he
said.
“We believe if the Institute is with us, it will lend
value to the work they do and international standards can be
achieved.”
Contentious issue
The affiliation of ALMPGIBMS, which specialises in research
and training in basic medical sciences, has always been a bone
of contention between the universities. While Madras University
insists it has the mettle to handle basic medical science research,
the medical university says it is logical for it to take control
of the Institute.
The TN Dr. MGR Medical University Act 1987 specified that land,
equipment, library and the staff of the ALMPGIBMS be transferred
to its control. Alternatively, it suggested that the Institute
could be declared a deemed university by 1993. In 1995, the
then Governor Channa Reddy brought the representatives of the
universities to the table and, eventually, both groups agreed
to sign an MoU that would allow the Institute to remain with
Madras University.
The medical university also promised to withdraw cases it had
filed against Madras University.
The ALMPGIBMS is at the forefront of research in certain areas
of basic medical sciences in the country. It has applied for
and secured several patents for original research work, including
the patent to former Vice-Chancellor of Madras University and
head of the ALMPGIBMS, S.P. Thyagarajan, for keezhanelli (Phyllanthus
amarus) as a cure for liver disease.
