Consensus on seats to be surrendered
- Minority colleges to surrender 50 per cent of sanctioned seats
- Non-minority colleges to hand over 65 per cent of total seats
Chennai: The Tamil Nadu Government and the association of private
unaided engineering colleges have reached an understanding on
the percentage of seats to be surrendered to the Government,
besides on enforcement of single window system of admissions
and the rule of reservation for management quota seats.
As per the agreement, reached before Justice K. Ravirajapandian of the Madras High Court on Friday, minority institutions would surrender 50 per cent of the sanctioned seats, whereas non-minority colleges would hand over 65 per cent of the total seats. The "voluntarily" surrendered seats would be filled by following the SWS and the rule of reservation on the basis of the entrance test conducted by Anna University.
In return, Advocate-General R. Viduthalai gave an undertaking that the Government would not give effect to the statutory committee's stipulation that the SWS and rule of reservation must be followed in respect of management quota seats.
Mr. Justice Ravirajapandian, recording the undertaking given by Mr. Viduthalai on behalf of the Government and Mr. R. Natarajan on behalf of the Consortium of Professional Arts and Science Colleges of Tamil Nadu, directed them to file affidavits by June 26, when a judicial order would be passed.
Mr. Viduthalai told The Hindu that the understanding was reached to avoid more confusion among students. "The Government thought that a workable arrangement had to be arrived at with the consortium in public interest. It was necessary because the attempts of the earlier Government to enact two laws on dispensing with entrance examinations were not fruitful as they were struck down by courts," he said.
The matter relates to the May 9 order by the Permanent Committee for the Conduct of the Common Entrance Test, headed by Justice S.S. Subramani, that consortium members must follow the SWS and rule of reservation for admission to management quota seats. The consortium secretary P. Selvaraj challenged the direction.
